Appellate Court Trained on Handling Anti-Corruption Cases

ENTEBBE: Justices of the Court of Appeal took part in a two-day practical refresher session on the management of appeal of corruption cases at Protea Hotel in Entebbe.
The training whose theme is "Towards Efficient and Effective Disposal of Corruption Cases" was organized by Strengthening Uganda's Anti-Corruption and Accountability Regime Technical Advisory Facility (SUGARTAF) in partnership with the Judicial Training Institute.
The workshop is handling segments on judgement writing; discussing innovations that the Court of Appeal has instituted to foster effective disposal of appeals from Anti-Corruption Division (ACD) of the High Court as well as enhancing the skills of participants on financial management and recovering proceeds of crime.
In his keynote address, the Deputy Chief Justice, Hon. Justice Alfonse Chigamoy Owiny-Dollo, urged appellate courts to reconsider conditions for granting corruption convicts bail as the practice may make it difficult to recover proceeds of the ill-gotten wealth.
He emphasized the need to recover corruption proceeds as opposed to merely handing convicts'jail sentences.
The training comes against the background of which convicts from ACD rush to the Court of Appeal to challenge; either convictions or sentences handed to them.
Facilitators for the workshop included Justices of the Supreme Court, officials from the Inspectorate of Government, Office of the Directorate of Public Prosecution and advocates from Uganda Law Society.
One of the recommendations made was for the DPP and IGG to try and physically appear in court to take a lead on the prosecution side in order to sound a strong warning to the public that corruption is strongly condemned.
Notably present were the Judges; Hon. Justice Lawrence Gidudu and Hon. Lady Justice Margaret Tibulya from ACD, who are both facilitators as well as participants.
